19th Governing Council Meeting of the APWF

On July 13th, the 19th Governing Council Meeting of the APWF was held at Marina Bay Sands Expo and Convention Center in Singapore.

Attending were representatives of 28 partner organizations of the APWF. Mr. Ravi Narayanan and Ms. Changhua Wu, Chair and Vice Chair respectively of the APWF’s Governing Council, presided over the meeting. Participants exchanged views and discussed the preparatory process for the 8th World Water Forum, to be held in March, 2018, and on prospects for the 3rd Asia Pacific Water Summit (APWS).

After the discussion, the members agreed on several points.

・The APWF should continue to press for a process byu which there would be convergence between the regional, thematic, and political processes at the 8th World Water Forum.
・APWF members will recommend the theme of urban water security as an option in addition to the 6 themes proposed by the World Water Council (WWC) for the regional process.
・Focused actions shall be on the "last mile", which requires to identify gaps, promote, innovation, and capture opportunity through collaboration and partnerships with public and private sectors when solutions of water security in the region are concerned.
・In the process leading up to the 8th World Water Forum, the APWF will welcome and promote participation by citizen’s groups, including women, the young, academia, as far as it was practical.
・The APWF will coordinate with the Asia Water Council (AWC), led by K-Water to take a concerted approach from the Asia Pacific Region.

Joint Anniversary Celebration of World Water Council and Asia-Pacific Water Forum

On July 12th, the APWF and World Water Council (WWC) held a joint anniversary celebration at Marina Bay Sands Expo and Convention Center.

The APWF, for which the Japan Water Forum (JWF) has served as secretariat, has achieved its 10th anniversary from the establishment. At the same time the WWC, in which the JWF is involved as a Board member, has reached the 20th anniversary of its foundation. Therefore, we held an joint event to commemorate both their own engagement and their common partnership for the inclusion of the voice of Asia in the World Water Forum.

During the event, Dr.Tom Soo, Executive Director of the WWC served as a moderator. Mr. Ravi Narayanan, Chair of the APWF’s Governing Council; Dr. Kotaro Takemura, Secretary General of the JWF; Mr. Chua Soon Guan, Deputy Chief Executive (Policy and Development) of PUB; Dr. Benedito Braga, President of WWC delivered their remarks. In addition, Prof Tommy Koh, first Governing Chair of the APWF, current Ambassador-at-Large for the Ministry of Foreign Affairs of Singapore and Dr. Mahmoud Abu-Zeid, first President of the WWC, Former Minister of Water Resources and Irrigation in Egypt, and current president of the Arab Water Council those who had contributed to the development of the APWF and WWC, respectively, also deliver their remarks and honored for each contribution and achievement. The anniversary event was followed by a toast and commemorative photos and video. The participants reaffirmed the need for further strengthening of partnerships to promote water security in the Asia - Pacific region and the world.

ASEAN +3 Water Ministers Forum

On July 11th, the ASEAN +3 Water Ministers Forum "Enhancing Sustainability and Building Climate Resilience in Water Supply and Sanitation"was jointly organized by the Ministry of the Environment and Water Resources and PUB Singapore.

In the plenary session, the representatives from fourteen countries and organizations conducted their presentations about his/her views in the areas of water, sanitation and countering threats of climate change on water resources.

Mr. Keiichi Yamamoto, Deputy Director-General of the Water Resources Department, at the Water and Disaster Management Bureau of Ministry of Land, Infrastructure, Transport and Tourism (MLIT), represented the Japanese government. He made a presentation on Japan’s Water Infrastructure Development, including the history of overcoming problems in water supply and sewerage facilities and recent challenges and approaches related to water.

Representing the APWF, Mr. Ravi Narayanan, Governing Council Chair made a presentation on water security challenges in Asia, and the APWF's activities, emphasizing the importance of strengthening political commitment at the highest level from each country and multi-stakeholders’ partnerships across institutions and people across Asia Pacific to promote the active exchange of information, knowledge and skills in the pursuance of water security as an indispensable part of the development process.

GWP PANASIA Workshop on Urban Water and Management in Asia

On July 14th and 15th, the member of the APWF joined the Global Water Partnership (GWP) PANASIA Workshop on Urban Water Management in Asia, held at PUB Water Hub.

It was aimed at sharing knowledge and experience regarding innovative approaches to urban water management in Asia from the following perspectives: 1.urban water governance, 2. equal water sharing and sanitation systems, 3. effective water supply and wastewater systems, 4. storm water and urban flood management. Following this, there was a discussion on projects that could be collaborated upon.

The workshop was held in parallel with the 19th Governing Council Meeting of the APWF. It was also organized as a follow-up to the Regional Workshop on South-South Cooperation in Flood Management, held last December in the city of Foshan in Guangdong, China.

Mr. Ravi Narayanan, GC Chair of the APWF, delivered a keynote address on the challenges surrounding water security in Asia. Ms. Yumiko Asayama, Manager of Japan Water Forum, c/o Secretariat of the APWF, made a presentation on Water Cycle Management and sustainable urban development introducing the good practices and lesson learned from the activities of Nagoya City and Kiso River Basin in Japan during the urban water governance session. Ms. Changhua Wu, GC Vice-chair of the APWF, spoke on climate change and flood control measures from the perspective of financing. as the introductory note of the storm water and urban flood management session.
